New PhD Regulations In Two Month For Quality Output: UGC

Bengaluru: Concerned over the quality of the PhD work generated in the country, the University Grants Commission (UGC) will come out with a new set of regulations in the next two months.

The commission has identified 14 institutes in the country who would be actively involved in preparing the regulations, UGC vice-chairman Prof Bhushan Patwardhan told the media on the sidelines of an event here.

He said a study has already been initiated to understand as to why the quality of PhD work is deteriorating despite UGC regulations in place.

He said the 14 institutes will map the PhDs to the regulations and see whether the research work is adhering to them.

The University Grants Commission (Minimum Standards and Procedure for Award of M.PHIL./PH.D Degrees) Regulations were notified in 2016 to raise the quality of the PhD work. However, there have been no significant changes in the quality of research output.

In September, UGC in a communication to the vice-chancellors had underlined on giving weightage to only those research work which gets published in UGC’s newly approved list of journals for recruitment and promotion.

The UGC-CARE Reference List of Quality Journals came into vogue from June 14 following widespread criticism about the poor quality of PhD work in the country.
