Odisha Govt Invites Application For VC Posts In 13 Universities; Check Eligibility, Deadlines

The tenure of the vice-chancellor will be four years from the date he/she assumes office or till he/she attains 70 years of age

BHUBANESWAR: The Odisha government has invited applications for appointment of vice-chancellors to 13 public universities in the state.

“Applications are invited from eligible applicants below 66 years as of 01.12.2025 (born on or after 02.12.1959),” the advertisement issued by the Higher Education department on June 3 said.

It stated that the applicant should be a distinguished academician of proven academic and administrative excellence and a well-rounded personality with a minimum of 10 years of experience as professor in a university system or 10 years of experience in an equivalent position in reputed research or academic organisation.

The applications have been invited for the VC post in these 13 universities:

  • Utkal University, Bhubaneswar
  • Ravenshaw University, Cuttack
  • Maharaja Sriram Chandra Bhanjadeo University
  • Gangadhar Meher University, Sambalpur
  • Fakir Mohan University, Balasore
  • Khallikote Unitary University, Berhampur
  • Shri Jagannath Sanskrit Vishvavidyalaya, Puri
  • Rama Devi Women’s University, Bhubaneswar
  • Rajendra University, Balangir
  • Dharanidhar University, Keonjhar
  • Vikram Dev University, Jeypore
  • Madhusudan Law University, Cuttack
  • Maa Manikeshwari University, Kalahandi

The tenure of the vice-chancellor will be four years from the date he/she assumes office or till he/she attains 70 years of age. “The post carries a fixed pay of Rs 2.10 lakh with special allowance of Rs. 11,250/month and other usual allowances such as Dearness Allowance.”

Applications must be submitted physically in the prescribed format (and digitally in HIMS website) available for download at the department’s website www.dhe.odisha.gov.in and the websites of the universities.

Applicants are also required to fill out the required application digitally in the HIMS portal available at hims.odisha.gov.in /Application-for-post-of-VC.

The completed physical application form must be scanned and sent via e-mall in PDF format only to [email protected], with the subject line: ‘Application for the post of Vice-Chancellor of Public Universities”.

After the scanned copy is sent through email, applicants are required to send the hard copy of the application physically to the department with clear mention at the envelope -“Application for the post of Vice-Chancellor of Public Universities” .

The e-mail submission must be accompanied by the physical submission through India Post Speed Post and digitally in the HIMS portal, failure of which will lead to rejection of the application.

Application for Multiple Universities

Applicants intending to apply for more than one university must submit a single application clearly indicating their order of preference, with the most preferred university listed first.

This order of preference must also be clearly specified in the HIMS Module. However, the candidates may be asked to appear for interviews for each such university separately for different Universities.

Submission Deadlines

Both the e-mailed application (PDF format) and the HIMS Module must be submitted by 23:55 hours on 05.07.2025. Failure to complete both by the specified deadline shall result in rejection of the application.

The hard copy duly ink-signed and accompanied by all supporting documents should reach the department’s office by Speed Post only and not through courier on or before 1O.O7.2025.

Any hard copy of the applications received after 15.O7.2O25 will be rejected, even if the same is posted before the deadline through email and HIMS Module.

Other Conditions

In case multiple applications are submitted by a candidate, only the last valid submission digitally submitted on HIMS portal (as per timestamp of the HIMS Module) will be considered. All previous submissions shall be rejected.

Late applications received after the deadlines via email, HIMS Module, or Indian Post will not be considered under any circumstances.

Interview Process

Shortlisted candidates will be called for an interview before a three-member selection committee. The venue and schedule will be communicated in due course.

According to the provision of the Odisha University (Amendment) Act, 2024, a three-member committee will be formed for the selection of the VCs. Only distinguished educationists from the field of higher education will be part of this committee. The age limit for VCs has been increased from 67 to 70 years.
