Odisha SSB Lecturers To Boycott Plus II Classes From Today: Here’s Why
Assigning duties meant for higher secondary teachers to SSB lecturers is against their recruitment terms and NCTE guidelines, says the Odisha SSB Lecturers’ Association
BHUBANESWAR: All State Selection Board (SSB) lecturers have decided to stop taking Plus II (higher secondary) classes from November 2, citing that they were recruited specifically to teach Degree (+3) students and not higher secondary students.
Announcing the decision on a social media post on X, the Odisha SSB Lecturers’ Association (OSLA) has said that its members should not be assigned duties meant for higher secondary teachers.
Pointing out that the SSB lecturers were appointed to teach undergraduate (Plus III) students specifically, not the higher secondary students under the school and mass education department, the OSLA said that assigning Plus II classes to them was against their recruitment terms and prescribed eligibility norms.
The SSB lecturers have also submitted representations to their respective principals, with an appeal that they should not be assigned Plus II classes.
In the social media post on X, the OSLA put forth to buttress their argument.
OSLA has resolved that all State Selection Board (SSB) Lecturers across Odisha will refrain from taking +2 classes with effect from 02.11.2026 on the following grounds:
1. Recruitment Terms: SSB Lecturers were recruited specifically to teach Degree (+3) students, not Higher Secondary students under the School & Mass Education (S&ME) Department.
2. NCTE Eligibility Norms: NCTE prescribes distinct eligibility criteria (B.Ed) for teaching at the Higher Secondary level, which cannot be disregarded.
3. Administrative Separation: The Government of Odisha officially separated Higher Secondary (+2) institutions from Degree (+3) Colleges in 2016.
4. Academic Workload: Additional +2 teaching duties adversely affect the quality of UG/PG education, timely completion of the extensive AEDP course syllabi, and effective implementation of NEP 2020.
5. Requirement of PGTs: The Government has already acknowledged the requirement for 2,383 Postgraduate Teachers (PGTs) in Aided Composite Colleges.
OSLA firmly demands the immediate withdrawal of all +2 teaching duties assigned to SSB Lecturers in accordance with their recruitment terms, prescribed eligibility norms, and the larger interest of quality higher education in Odisha.
Teachers who do not possess the requisite B.Ed. qualification as prescribed under NCTE Regulations should not be compelled to teach Higher Secondary (+2) students.
SSB Lecturers were specifically recruited to teach at the Degree (+3) level. However, across Aided Colleges in Odisha, they are being forced to teach at three different levels—+2, UG and PG—despite being recruited exclusively for Degree Colleges.
Such assignments disregard their recruitment terms, prescribed eligibility criteria and existing academic workload, adversely affecting the quality of higher education.

@SecyChief— Odisha SSB Lecturers’ Association(OSLA) (@the_osla) October 31, 2026
It said the National Council for Teacher Education (NCTE) prescribes distinct eligibility criteria (B.Ed) for teaching at the Higher Secondary level, which cannot be disregarded.
Further, the association said that the state government had separated higher secondary institutions from degree colleges in 2016. Despite this, the SSB lecturers in aided composite colleges were being made to teach at all three levels — Plus II, undergraduate and postgraduate —, adding to their workload.
Pointing out that, the government has already acknowledged the requirement for 2,383 Postgraduate Teachers (PGTs) in Aided Composite Colleges, the OSLA sought to know the deployment of lecturers for higher secondary classes on eligibility grounds.
The association has sought immediate withdrawal of all Plus II teaching duties assigned to the SSB lecturers, in accordance with their recruitment terms, prescribed eligibility norms, and the larger interest of quality higher education in Odisha.
