UGC Recommends Removal Of NET As A Criterion For Assistant Professor Posts

Union Education Minister Dharmendra Pradhan has launched the draft ‘UGC(Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for Maintenance of Standards in Higher Education) Regulations, 2025.

NEW DELHI: The University Grants Commission (UGC) has released a draft guidelines for minimum qualifications for the appointment and promotion of teachers and academic staff in colleges and universities.

Union Education Minister Dharmendra Pradhan recently launched the draft ‘UGC(Minimum Qualifications for Appointment and Promotion of Teachers and Academic Staff in Universities and Colleges and Measures for Maintenance of Standards in Higher Education) Regulations, 2025. The draft is now in the public domain for eliciting suggestions, feedback and consultation.

Stakeholders need to submit feedback on the draft regulations by February 5, 2025.

The UGC, in the new draft regulations, has recommended the removal of the National Eligibility Test (NET) as a requirement for the recruitment of assistant professor and their promotions in higher education institutions.

The draft guidelines says candidates with a PG degree in ME or MTech with at least 55% marks will be eligible for the post of assistant professor (entry level post). At present, the UGC-NET exam is a mandatory requirement for the appointment of assistant professor posts.

Candidates with an undergraduate degree (NCrF Level 6) with at least 75% marks or a PG degree (NCrF Level 6.5) with at least 55% marks (or an equivalent grade) and a PhD degree (NCrF Level 8) are eligible for the assistant professor posts, the UGC guidelines say.

Other eligibility includes a PG degree (NCrF Level 6.5) with at least 55% marks (or an equivalent grade) and qualification in the National Eligibility Test (NET) conducted by the UGC,  CSIR, ICAR etc or a similar test like SLET/SET.

The conditions for appointment of teachers in the draft regulations say that if the candidate’s subject at the UG or PG level is different from PhD subject, the candidate will be considered eligible for appointment as a teacher in the subject in which they obtained the PhD.

Additionally, if the candidate’s subject at the UG or PG level is different from their subject in qualifying exams like the NET or SET, the candidate will be eligible for appointment as a teacher in the subject in which they qualified in these exams.
