According to the IIT Kanpur statement, the centre will be an autonomous organisation within the institute. The focus of the Centre will be on policy, communications, education and outreach efforts aimed at implementing technology and science-based solutions in the country at large, outside the academic world, reported NDTV.

An agreement for establishing the centre was signed between IIT-Kanpur and alumnus of the Class of 1976, Sudhakar Kesavan. The Centre is named after his mother Dr Chandrakanta Kesavan, a role model for Indian women in science.
