Govt Sets Ball Rolling For Setting Up Of Country’s 1st Indian Institute Of Skills

New Delhi: The foundation stone of country’s first Indian Institute of Skills (IIS), modelled after IITs, was laid in Mumbai on Wednesday by Union Skill Development and Entrepreneurship Minister Mahendra Nath Pandey.

The Rs 300 crore project will be developed under the PPP mode in collaboration with the Tata Group.

Two other such institutes will come up in Kanpur and Ahmedabad. The Skills Ministry will operate these institutes.

• The objective of IIS:
  The IISs are conceptualized with an objective to provide advanced skills in highly specialized areas.
• To promote apprenticeship-embedded courses and higher-order qualifications leading up to certificates, diplomas and even degrees in conjunction with universities.
• The areas could be defence, aerospace, oil and gas and other emerging business domains.
• To develop highly skilled technical manpower to meet the demands of organisations that are currently operating and are likely to set up their production/manufacturing and business facilities in India.
• They are expected to emerge as premier training institutions in the country and make vocational training aspirational for the youth.

Passouts:
According to a statement presented in Parliament earlier this year, at least 5000 students are expected to pass out from these three institutes every year.

• The PPP model:
  The government will provide access to its land to the private partners through a licence for 25 years.
• The licence holder would stipulate the expectations from the private partner in terms of performance outcomes.
• It would also ensure campus placement of at least 70 per cent of the trainees on a monthly median salary/income level based on the current levels of wages for comparative positions and a skill wage premium befitting a high-quality aspirational skill institution.

Ministry Note:

“It is felt that 25 years is a reasonable period for such high-end state-of-the-art institutions to establish themselves successfully and make an effective long-term impact in terms of measurable outcomes in the skill eco system. Upon completion of 25 years, there would be a review by all partners, to assess outcomes and results which would lead to decisions regarding continuation, re-negotiation or eventual winding-up and withdrawal as considered appropriate,” according to a backgrounder note by the ministry”.
